Govt orders civil servants to declare dual nationality, residency status

ISLAMABAD: The federal government has ordered all civil servants to declare whether they hold dual nationality within 90 days, initiating a strict new disclosure policy across the state bureaucracy.

The directive follows the implementation of the Foreign Nationality Rules 2026, which came into effect on June 1, 2026, according to an office memorandum issued by the Establishment Division.

Under the new regulations, all government officers and employees must submit a specialised declaration form detailing any foreign citizenship, passports, permanent residency statuses, or other overseas affiliations.

The disclosure requirements also extend to the families of public servants, who are now legally bound to provide the citizenship and immigration status of their spouses and dependent children.

The mandate also covers new recruitments, making citizenship and immigration declarations a mandatory prerequisite for entering government service.

The government warned that any official found concealing facts or providing false information will face strict departmental disciplinary action.

Furthermore, civil servants have been asked to disclose any active participation in foreign immigration programmes, overseas travel documents and foreign residencies.

As part of the phased rollout, officials within the Federal Board of Revenue (FBR) — specifically from the Customs and Inland Revenue services — have been directed to submit their completed declaration forms by July 8.
