Maybe just try out BSPI? It provides electricity for Secondary Industries within Town Zones.
This way, game is way more challenging, because starting point matters.
You also need to scale electricity production.

I like the idea of shared stations, to transfer cargo between players. You just build a station and connect it to your tracks, then
