I could reproduce the issue with gpt-4o-mini-tss.
I tested the older tts models like tts-1 returned quickly, around 1–2 seconds.
I also tested the pinned gpt-4o-mini-tts versions, including gpt-4o-mini-tts-2025-03-20 and gpt-4o-mini-tts-2025-12-15 and those behaved normally too.

If you think an API key was stolen, I’d treat this as a security issue first, not only a bug.
In this situation, I’d delete/rotate the affected API key immediately if you haven’t already, then check usage /logs by project/key and make sure spend limits are set.

I was able to call gpt-realtime-2, so it may not be a general outage.
Since it was just released, it could be access/rollout related, project/account specific or possibly the endpoint/model string being used.

From what I can see, there are usage/rate limits and there are also billing/spend alerts. But the current wording around spend/budget controls seems to be about alerts/monitoring, not a guaranteed hard stop. (As already stated in this thread)
So I think what’s already been pointed out is accurate for the currently documented/current UI behavior: these budget/spend settings…
I tested this with 100 stored Chat Completions, and for me the Logs → Completions tab still loaded normally and showed the stored entries.
So at least in my case, 100 stored completions did not reproduce the shimmer-loading/empty page issue.
Of course, that does not rule out a scaling issue around thousands of stored completions, since your case is closer to ~5k requests. But it may suggest…
